Oro Valley Agreement Highlights

Overview of Long-term Agreement:

Over the next 5-7 years a transition will occur in Oro Valley whereby the Golder Ranch Fire District (GRFD) will be ultimately responsible for fire protection services in all of Oro Valley.  Rural/ Metro Fire Department’s (RMFD) sister company, Southwest Ambulance (SWA), will be responsible for ambulance transportation throughout Oro Valley.  The departments will work together in partnership to provide the residents of Oro Valley with the highest levels of service.

Detail Summary: 

  • The transition will occur in Phases, and is expected to take 5-7 years before all of Oro Valley is served under the GRFD.
  • Phases One and Two began April 1, 2006. 
  • RMFD will transition fire responsibilities to GRFD after the necessary infrastructure is in place to serve the assigned area.
  • As part of Phase One, GRFD will use existing infrastructure to begin providing services April 1, 2006.  RMFD will continue selling subscriptions until annexation is complete or for up to the next 18 months. 
  • As part of Phase Two, GRFD will use existing infrastructure to begin providing services April 1, 2006.  RMFD will continue selling subscriptions until annexation is complete or for up to the next 48 months. 
  • Phase Three for the rest of Oro Valley will not begin until year 4 of the agreement, and is expected to take 1-3 years to complete. RMFD will continue providing services and selling subscriptions until the GRFD infrastructure is established. RMFD will not offer subscriptions in Oro Valley after Phase Three is completed, when GRFD will handle all fire protection responsibilities in the Town. 
  • GRFD plans to add two new fire stations in Oro Valley prior to the completion of Phase Three.
  • RMFD and GRFD have agreed to a “Mutual Aid” agreement, meaning that the closest, most appropriate department will be dispatched to a fire or medical emergency.  This would include areas outside of Oro Valley served by RMFD where GRFD would be the closest, most appropriate provider.  RMFD would also mutually respond within GRFD’s boundaries as needed.
  • Ambulance transition to SWA for all of Oro Valley 9-1-1 is planned for October, 2006. Effective July 2, 2007, SWA will be responsible for all non-emergency transports in Oro Valley.
